A Shooting Test to Keep Your Rights?

Cory Booker’s S. 3544, the Federal Firearm Licensing Act, would make it unlawful to buy, receive or even possess a firearm without a federal license. You’d need fingerprints, a written test and a hands-on shooting test proving “sufficient accuracy,” and every license covers one gun and expires after five years. More than 700 Ohio gun owners have already signed the petition against it.

“It’s a right, not a privilege.” You’ve seen that on T-shirts and bumper stickers at just about every range in Ohio. Well, Cory Booker wrote a whole bill to flip it around.

It’s called the Federal Firearm Licensing Act, S. 3544. Booker filed it last December with seven Senate Democrats signed on, including Elizabeth Warren and Adam Schiff, and it’s been sitting in the Senate Judiciary Committee ever since.

I sat down and read the whole thing. It’s short, and honestly that’s what makes it so bad. The very first section says it’d be unlawful for you to buy, receive, or even possess a firearm unless you’re holding a federal license. Not just the next gun you buy. Any gun.

What Booker’s bill would put you through

1. Fingerprints, proof of ID and a background investigation.
2. A written test on gun laws.
3. A hands-on shooting test, where you prove “sufficient accuracy” to the government.
4. The make, model and serial number of the gun you want, plus who’s selling it, all on the application.
5. Up to 30 days for the attorney general to say yes or no.

And when you finally get that license, it’s good for one gun, and you’ve got 30 days to buy it. Want a second one? You need a second license.

Every five years the license expires, and to renew it you have to meet every one of those requirements all over again. Shooting test included.

That’s not a right. That’s a permission slip with an expiration date.

And it doesn’t stop at the gun counter

Under S. 3544, anybody who sells or hands off a gun has to report it to the attorney general within three business days, with the make, model, serial number and who got it. Private sales would have to run through a licensed dealer. You don’t need a law degree to figure out where that pile of paperwork ends up.

Then there’s the part that really got me. When you apply, the feds notify your state and local officials, and they can send in information claiming you’re a danger. The attorney general can deny you based on factors like a prior arrest, even one that never led to a conviction, or a “recent acquisition of firearms, ammunition.” Read that one again. Buying ammo could count against you.

If they revoke your license later, the bill orders procedures to make sure your guns are taken from you, and you only get them back if the license is reinstated. And everybody who gets a license is enrolled in Rap Back, the FBI’s fingerprint monitoring system, so the government hears about it any time your prints turn up in a new arrest.

So why am I bugging you about this now?

Look, I know what you’re thinking. Republicans run the Senate, and Booker’s bill isn’t getting a vote this month. Fine. But this is how the Left plays the long game. They write the wish list, park it in committee, line up cosponsors and wait for the day they’ve got the votes. When that day comes, I want every politician in Washington who represents Ohio already on the record.

That’s what this petition does. It puts your name in front of your congressman and both of Ohio’s senators, Jon Husted and Bernie Moreno, with one demand: oppose S. 3544 and vote hell no if it ever comes up.

Ohio stopped requiring a permit to carry back in 2022, because you shouldn’t need the government’s blessing to exercise a right. Booker wants a federal permit just to own a gun. We’re not going backward.
